The 14th century witnessed the first participation by representative assemblies in governing the duchies and counties. By the 15th century, full-fledged parliamentary bodies, called Estates, began to meet to offer advice to and be asked for support by ruling princes. In Holland the towns and nobility shared power in the provincial assembly. In the bishopric of Utrecht, townsmen and nobles were joined in the Estates by the higher clergy. In Gelderland, where agriculture held sway as the economic mainstay, the landed nobility held preponderant power.

Unlike provinces in the southern Low Countries where towns won and kept power by acting on their own, towns in Holland found they could garner more clout by working together. Just as necessity demanded that town and countryside act jointly to maintain dikes and sluices, so too the aim to thrive economically called for coordinated action. The six large towns of Amsterdam, Leiden, Haarlem, Gouda, Delft, and Dordrecht cooperated in the Estates to create joint policies to gain for themselves a greater share of the trade—essentially carrying bulk goods and catching herring—that, in the 15th century, were concentrated in and around Rotterdam and in small ports such as Edam and Enkhuizen.

The region felt the effects of all the religious developments periodically sweeping western Europe from the 12th through the 15th centuries. The new monasticism founded at Cîteaux in Burgundy by St. Benedict in 1098 found a foothold through the influence of Bernard of Clairvaux (1090– 1153), who, having established his order of Cistercian monks, twice journeyed to the Low Countries where he founded two abbeys. True to the order’s call to build monasteries in remote locales and thus develop the wilderness, houses were planted on polders and in sand dunes, notably the Abbey of Klaarkamp, where the monks, assisted by lay brothers, built dikes and cultivated land on the island of Schiermonnikoog.
